The price differs depending on style, background and number of characters but generally for one character in a painterly real-ish style the price is:

Bust commission: $8

waist-up commission: $10
Full body commission: $15

My 15 most recant deviations were done using photoshop CS5 before that I used sai paint tool. :]

I see~ I've used a few versions of ps I think they're all pretty similar If you're using them mainly for the brushes. I use a blotchy looking brush from the drop down. I change my brush presets to transfer and smooth. In the transfer menu I set the control drop down to pen pressure. For the sake of ease I set my tablet pens right click to the dropper shortcut, this way I can select colors and blend into them as I go.
In sai it's a lot less of a hassle, (I like photoshop for the color editing tools) sai is easier for blending: Paint bucket a color over a layer then paint over it with the marker tool, I think it has the pen dropper click set to it already too. o0o
